Gina Torres, President

Bio: Gina Torres has been the CAD/GIS Technician for the Town of Groton Department of Public Works since 1992. She is responsible for maintaining all Public Works related GIS data including sanitary sewer, storm sewer and the street light database. Gina is currently entering all Town owned easements into the GIS. She recently collected the guard/guide rail inventory for all Town roads for further analysis. When she isn't working with the GIS, she works on Civil AutoCAD projects for the Engineering Division. Gina received her A.S. in Mechanical and Civil Engineering from Thames Valley State Technical College. She has been a regular attendee at the NEARC conferences since 1997, and chaired the host committee and was track chair in 2006 (Groton).

Bio: Greg Bonynge, GISP, is the RI Geospatial Extension Specialist and leads the Geospatial Extension Program at the University of Rhode Island (URI). The focus of the Program is to promote access to geospatial data, technology, and training opportunities through a variety of initiatives. Prior to his current position at URI, he worked as a remote sensing analyst and system administrator. Greg earned a BA in Biology from Wesleyan University in 1998 and a MS in Environmental Science from URI in 2001.

Bio: Mr. Marino has been an assessor and appraiser for over 30 years. He received his Bachelor of Arts degree from Harvard University in 1972. He is currently the Chief Assessor and GIS Manager in the City of Nashua, NH. He is a regular member and Past President of NRAAO. He holds the senior member designation from the American Society of Appraisers, ASA and is a CNHA, Certified New Hampshire Assessor, a CCMA, Certified Connecticut Municipal Assessor and an RICA, Rhode Island Certified Assessor. He is a licensed General Appraiser in New Hampshire and has qualified as an expert witness in New Hampshire, Massachusetts, Connecticut and Rhode Island. Mr. Marino oversees all assessment and GIS functions in the City including the deployment of both and intranet and internet IMS application.

Bio: Niels la Cour is a Physical Planner in the Facilities and Campus Planning Department at the University of Massachusetts Amherst. Niels is responsible for the integration of GIS into the operations of UMass' physical plant and it's new Computer Aided Facilities Management System. Prior to his employment with UMass, Mr. la Cour was a Senior Planner in the Town of Amherst, MA Planning Department where he was instrumental in creating an enterprise GIS for the town. He also serves on the Massachusetts Geographic Information Advisory Committee. Mr. la Cour has a BA in Environmental History from Northland College, a Masters of Landscape Architecture and a Masters of Regional Planning from the University of Massachusetts Amherst. Niels has been involved in GIS for over 20 years and has been a regular attendee of the NEARC conferences since 1988.

Bio: Bill DiLibero has provided legal counsel to NEARC since the time of incorporation in 1994. He maintains a general law practice in North Kingstown, Rhode Island and is licensed with the Rhode Island and Massachusetts bars. He works with small public and private corporations and provides land-use, real estate and estate planning legal services. Bill was the initial manager for the Massachusetts Department of Environmental Protection's GIS program and served on the 1994 Massachusetts NEARC conference committee. Bill received his BS from Worcester State College. He holds masters degrees in Environmental Policy and Urban and Regional Planning from Clark University and the University of Miami respectively and receiced his J.D. From New England School of Law.

Bio: Stu Rich is a Principal and the GIS practice manager for Penobscot Bay Media based in Camden, Maine. He has been a GIS systems architect for ten years and has deployed GIS systems for clients in the DOD, State Agencies, County and local government, private companies and NGO’s. Stu and Penobscot Bay Media are currently involved in efforts to better understand and document our spatial data infrastructure’s security requirements, and initiatives to move GIS inside the building footprint. Stu has been a regular attendee of NEARC since 1999.

Bio: Scott Roberts is a Director of Information Technology at the Town of South Windsor, CT. Scott is responsible for the integration of technology into all operations of Town of South Windsor of which GIS plays an essential role. Prior to his employment with the Town of South Windsor, Scott was a project manager with Fuss & O’Neill, where he provided GIS consulting services to many agencies and communities throughout New England. He also serves on the Connecticut GIS Council and many of its subcommittees including the co-chair of the Imagery Working Group. Mr. Roberts has an A.S in Civil Engineering and a B.S. in Surveying Engineering from the University of Maine. Scott has been involved in GIS for over 14 years and has been a regular attendee of the NEARC conferences since 1997.
