Title: Town-Wide Municipal GIS Development and Website Access in the Town of Sandwich

Abstract: Over the past four years the Town of Sandwich has developed a Town-wide GIS system that incorporates data from several sources. The data is available to the Town departments on the local intranet using ArcView licenses. The GIS for the Town is also widely available over the internet through a website that incorporates preset maps, as well interactive mapping options. The town GIS website includes an abutters function, which streamlines the abutters list approval process for the public and the Town. The website makes the data and maps accessible to the general public and serves as a tool for Town staff. The addition of the website was taken in steps and expanded upon as the need for more functionality was recognized in Town.

The Town of Sandwich GIS system development has been funded since 2004 by the Sandwich Water District. In return the Town of Sandwich agreed to make Town land available for the development of a new water source and wellhead protection area. The GIS program in Sandwich began with 100 scale base map data acquired through a data sharing agreement with NStar that was made available to many communities in Southeastern Massachusetts and Cape Cod in 2004. Since 2004 the Town has worked to support the GIS process including adding a new staff IT position which aids with ensuring proper data backup and access. In 2007 the Town acquired new aerial photos, which are also available on the website. The process in Sandwich is an example of how collaboration among several entities in Town can result in a successful multi-user system.
