Abstract: Staffing, IT support, and budgets are typically constrained for smaller municipalities but this doesn't mean GIS is 'off the table'. With careful planning, prioritization of key components, and creative solutions, smaller communities can build and sustain a top-notch GIS that provides valuable tools to Town Staff and the community. The Town of Groton, Massachusetts is the case study for this presentation. Groton has supported a GIS for nearly a decade on a 'shoestring' budget and provides an example for other communities wanting to realize the benefits of GIS but uncertain as to how to get started or do more with their current investment. This presentation will describe the technical and budgetary challenges Groton faced and how they've managed to steadily build the Town's GIS.
