In siting wind energy facilities, a critical issues analysis is an early stage analysis and report of major factors that govern the suitability of a given site for wind energy development. This phase documents current site conditions, outlines the process necessary to complete development and is used to determine whether to proceed with site development. It is critical in developing early conceptual project schedules and budgets. It is used by potential investors and assists developers in approaching government agencies. Factors to be evaluated include wind, transmission and interconnection, property rights, environmental and land use constraints and public acceptability. This talk will outline the use of GIS in the critical issues analysis including identification of sensitive resources both environmental and cultural, analysis of engineering feasibility, and mapping of infrastructure in relation to logistics and budgeting. |
