Abstract: Many small towns have so far been unable to get GIS up and running because they believe they need to spend tens of thousands of dollars to get started. For towns that can come up with the money that's the ideal way to start, but that shouldn't be the thought of as the brick wall. It can be done with very little money- and help.

Starting with creating the parcel data in GIS, possibly with some volunteer help, is the first step. Even if the original data is lacking in accuracy it's a place to start and can be improved with time. Disclaimers are written even on the most accurate maps so this shouldn't stop the process. While it's still only on paper it goes nowhere. Once the parcel data is digital it is possible to move forward, albeit more slowly, but as the layers start to develop so does the support and encouragement from inside and outside Town Hall.

By using FREE ArcExplorer for Municipal users to "touch" the data it gives them a chance to understand what the possibilities are and more encouragement for uses.
