Title: Implementing a Standard for Digital Plan Submission to Municipalities

Abstract: Each year, more and more communities are starting to recognize the potential that a digital plan submittal requirement can have for data sharing, preservation and maintenance. To assist cities and towns in implementing such a requirement and to encourage communication and cooperation between the surveying community and municipal officials, MassGIS first promulgated a state-wide Standard for Digital Plan Submission to Municipalities in October of 1996.

In January 2008, the Town of Wellesley implemented new bylaw provisions and regulations for Large House Review (LHR) and, for the first time, included a provision for digital plan submission. The Planning Board settled on the MassGIS standard after realizing the flexibility of the Standard Digital File that it defines and the broad group of stakeholders involved in its development. This presentation will reveal how the MassGIS standard has helped the Town meet several challenges it faced both before and after implementation of the LHR provisions and will conclude with a discussion of plans for future incorporation of the MassGIS standard into Wellesley’s other regulations that require site plan review.
