Abstract: As Massachusetts moves to be the first state in the nation to issue a general storm water permit, GIS is playing a critical role mapping out how implementation of various terms and conditions would play out in the real world. An initial study describes the distribution, by size and land use, of impervious cover on privately held parcels. In addition to providing a reasonable estimate of this distribution this study reveled patterns of land use and land ownership that will need to be addressed in the development of the language of the permit. The initial study has already been presented to the Storm Water Stakeholders group, and will serve as the core of the NEARC presentation. It is expected that by the time of the NEARC conference several follow on analysis will have evolved. Currently we are looking to understand the extent of privately owned impervious area, draining through publically owned infrastructure, the feasibility of developing on site infiltration and the possibility of BMP trading.
