Migration from Hand-Drafted to GIS Maintained Tax Maps

The Town of South Kingstown has recently completed the transition from hand-drafted mylar tax maps to GIS maintained and plotted tax maps. Over 12,000 parcels on 249 tax maps were digitized and 90,000+ pieces of annotation were individually inputted to establish a tax parcel base for the Town. Historical parcel boundaries, rights of way and easements were also converted. The remaining annotation was generated using mass annotation commands in ArcInfo Workstation 7.2 from parcel label points linked to the Town's CAMA tax database. Parcel Editor, a third party software module that interfaces with ArcInfo, is now used to update and maintain the tax maps. E size hardcopy maps are produced for town staff and the public using a customized Avenue interface to ArcView 3.2, which allows for expedient plotting of the maps upon demand. This presentation will outline South Kingstown's somewhat torturous but rewarding experience in making this transition.
