Title: Developing a Statewide Point Address Dataset

Abstract: The MassGIS program has been working with the state 911 program and the state transportation department for a number of years to create and maintain a dataset used for geocoding and in particular for reverse geocoding of wireless 911 calls. We will present our recent experience working with a number of localities to develop point-based geocoding.

Data sources involved in this effort include municipal census data and assessor parcels, emergency service listings from Verizon, state-level large scale photography and related photo-interpreted impervious surface information, statewide roads, and the existing mapping of streets cooperatively maintained by GIS staff in the Transportation and Energy/Environment departments. The presentation will include discussion of the following:
  • A data model for reconciling multiple inputs – without necessarily knowing which is "correct"
  • Application of the current (draft) FGDC-sponsored, URISA / NENA standard for addressing
  • Cooperative efforts by local, regional and state level staff to improve data quality
The presentation will be at an intermediate technical level and should be of interest to any professional involved in developing a geocoding resource at a local, county or particularly at a statewide level.
