| Abstract: | The paper will present a comparative analysis of how the physical wind energy potential in the four states of United States: Massachusetts, Montana, Minnesota and Texas has been affected by the state-based energy policies. For this purpose a quantitative framework using Geographic Information System (GIS) and statistical modeling will be developed to help explore and quantify the effects of these policies as they relate to wind farm siting and permitting, development of new transmission lines, restructuring of utility companies and revision of state energy portfolio. This comparative analysis will help determine whether these policies have maximized or minimized the actual physical wind energy potential in each of these states. |
