| Abstract: | Building a municipal address database to support GIS efforts is quite an undertaking. The key to success lies in the utilization of adopted standards in the addressing industry. The most utilized standard is from the United States Postal Service (USPS). This presentation will discuss how to best build and perform quality control on a Master Address Point layer for the City of Worcester, MA. Addresses provide the database key that links virtually all municipal databases together. The problem with using an address as a database key field is the variety of ways to enter the same address. The USPS barcode presents a way to represent almost all mapped site addresses with a unique 12-digit code. Tools exist to populate this barcode given an input address and to determine if an entered address is actively receiving mail or not. Further discussion will include the application of this Master Address Point layer towards the creation of a GIS database strategy to provide a web-based 'one stop shopping' tool for looking up municipal records relating to a subject property's address. |
