| Abstract: | The Community Build Out Analysis program began development in 2000 and continues to be improved. The free ArcViewR 3.2 program uses parcels, zoning and existing development points to calculate a basic acreage-based build out. Overlay layers can be used to reduce or increase the underlying development densities and potential development results are tabulated by zoning district. Several new techniques have been added to the build out program at the request of users. Significant additions include the calculation of population projections using trend analysis and generation of build out scenarios with user-defined time frames. Zoning districts may now include mixed commercial and residential districts and individual buildings can have bottom-floor commercial and upper residential area. Conservation or open-space zoning can be implemented using a net density or bonus concept in selected districts. An innovative Herfindahl-Herschmann Index can be calculated to assist in identifying mixed use areas that can be used as 'seeds' for future growth. |
